Quebec has released the Plan de gestion intégrée des ressources énergétiques 2026-2050 (PGIRE), its first long-term integrated energy planning framework, developed by the Ministère de l'Économie, de l'Innovation et de l'Énergie with Hydro-Québec and the gas distributors. It follows from Bill 69, adopted June 2025, which requires the government to establish an integrated long-term energy plan, and it expands the mandates of both the ministry and the Régie de l'énergie to align rate-setting, infrastructure planning and supply decisions with transition objectives.

The plan contemplates roughly $87 billion in additional investment to 2050 and sets renewable targets including up to 25 GW of wind and 5 GW of solar within a 150 TWh goal. For efficiency specifically, the plan's first stated objective is to create the conditions to recognize energy efficiency as a supply resource in its own right. Hydro-Québec must file a 15-year supply plan consistent with the PGIRE; gas distributors face comparable obligations on a 10-year horizon.
