Ontario consults on a commercial PACE framework allowing municipalities to opt in to property-based clean energy financing

Ontario has opened a consultation on a commercial Property Assessed Clean Energy (C-PACE) framework that would let municipalities opt in to support private financing for clean energy upgrades repaid through property-based charges. The proposal addresses eligible properties, lender consent requirements, municipal roles and program safeguards, and seeks feedback on design, regulation and enforcement.

Ontario already has PACE-enabling legislation but has not seen meaningful commercial uptake. A defined provincial framework with lender consent rules addresses one of the recognized barriers to C-PACE deployment in Canada.
