AESO replaces zero-congestion transmission planning with a framework that opens the door to non-wires alternatives

Alberta has retired its twenty-year-old zero-congestion transmission planning standard and replaced it with an Optimal Transmission Planning framework. The new approach accepts a managed, cost-effective level of grid congestion rather than building to eliminate it.

This creates room for non-wires alternatives — energy storage, demand-side measures and system optimization — to compete against physical line expansion.
